E-Government

Contactless technology is seen as key to securing visas and passports in countries around the globe. According to Andy Wiliams, contributing editor for SecureID News, “a focus on securing borders is leading countries to review their official government-issued documents. Simple paper documents—the passports of old—are simply no longer adequate in this modern, post 9-11 world. This is giving rise to the inclusion of advanced identification technologies, including biometrics, PKI, and contactless chips.”

E-Government applications for the contactless smart cards are strategic for the many countries that have adopted them:

Electronic identity cards and driver’s licenses
National health cards
Passports (with or without biometrics)
Certified digital signatures
Entitlement cards for public service beneficiaries
Access control for public service employees

And the contactless smart cards benefits for e-government are tremendous:

Here are some examples of contactless smart card programs:

  • USA biometric passport: The Enhanced Border Security and Visa Entry Reform Act (EBSA) established October 26, 2004 (extended to Nov. 30, 2006) as the deadline for Visa Waiver Program (VWP) countries to begin issuing machine-readable passports with biometric identifiers (as defined by the International Civil Aviation Organization (ICAO).

  • Chinese Identification Card (2004): Largest single contactless application, with 1.2 billion Chinese citizens receiving a contactless ID by 2008 (Olympic Games in Beijing)

  • Malaysia GPMC MyKad card: 2M contactless smart cards for ID , passport, driver’s license, and health card with fingerprint biometric data control
  • France: Dual interface national ID will integrate by 2006 government and business services, transactions online through digital certificates, as well as SESAM Vitale, the largest smart-card-based health application worldwide (60M cards)

  • Belgium BelPIC National ID card (2003):
    First European national roll out of ID
    smart cards: 10M to be delivered

  • India SCOSTA Driving License (Interoperability across 27 Indian provinces)

  • Japanese driving license

  • European Tachograph digital ID for
    truck drivers

  • Israel’s biometric passport ID for Palestinian
